When a major update is released, a new Havoc campaign starts. This involves a complete reset to your Havoc Clearance Level.
The level that is displayed on an operative is the highest completed level per Havoc campaign, also known as the Havoc Clearance Level.
In addition, your Havoc Assignment Rank will be reduced to the closest number ending in 0 (10, 20, or 30).
